ARTICLE 1 – TITLE

Section 1. This organization shall be known as the Auglaize County Agricultural

Director elect shall begin on the first Saturday in December of each year.

ARTICLE 6 – ORGANIZATION ON THE BOARD

Section 1. The Board of Directors shall meet annually not later than the first Saturday in January of each year and elect a President, Vice President, Secretary and Treasurer and such other Officers as it may deem proper.
Section 2. The term of office of President, Vice President and

Treasurer shall be for One Year, and the Secretary not more than
Three Years as the Board may determine, and until their successors are elected and qualified.
Section 3. The President and Vice President shall be Directors. The Secretary and Treasurer may or may not be Directors.
Section 4. Before election of Officers the newly elected Directors shall qualify by taking the following oath before a competent Authority – “I do solemnly swear that I will support the Constitution of the United States, the Constitution of the State of Ohio, Laws of Ohio and the rules and regulations of the Department of Agriculture of Ohio pertaining to Agriculture Societies and to the best of my ability perform the duties of Director of the Auglaize County Agriculture Society, so help me God.”

ARTICLE 7 – ANNUAL MEETING

Section 1. The annual meeting of the members of Society shall be held at the Fairgrounds on the first Saturday of November of each year commencing at 9:00 A.M.
Section 2. At this meeting, the Officers and Directors of the Society shall make reports to the membership of the Society concerning the past Fair and make recommendations for the betterment of future Fairs. The members shall be given opportunity to make suggestions and recommendations for the improvement of the society and its Fair, such other business may be presented as may be deemed proper by the Board of Directors. The regular meeting of the Board of Directors shall be held each month on a date decided upon by the Board. Special meetings of the Board may be held when necessary, at the call of the President, Secretary, or upon written request to the Secretary by at least 3 members of the board. Notice of any meetings of the Board must be given in writing at least 2 days before the meeting.

ARTICLE 8 – AMENDMENTS

Section 1. The Constitution of By-Laws of the Society shall not be amended except by a majority vote of the membership voting at the Annual Meeting. Said Amendments may be proposed by:
A. A majority of the Board of Directors at a scheduled meeting voting in favor of placing an amendment on the Ballot or

B. Filing a petition with the Secretary of the Society at least 14
days prior to the Annual Meeting of the membership. Said petition must set forth the proposed amendment and be signed by not less than 25 members of the Society.
Section 2. When more than one amendment shall be submitted at the same time, they shall be submitted as to enable the members to vote on each amendment separately.

ARTICLE 9 – FAIR

Section 1. There shall be annual expositions held at the Fair Grounds by the Society. The Board of Directors shall fix the dates of said exposition, subject to the approval of the Ohio Directors of Agriculture.
Section 2. A premium list of all animals and articles for which

premiums will be awarded by the Society shall be published as may be directed by the Board of Directors.
Section 3. The Board of Directors shall engage one or more competent Judges who will judge the merits of the various classes of Animals or Articles and make the awards for same. Judges decisions to be final.

ARTICLE 10 – RULE

Section 1. The Board of Directors may enact such Rules and Regulations for conducting the affairs of the Society as they deem
proper which do not conflict with the Constitution or By-Laws,
Regulations of the Ohio Department of Agriculture or laws of the

State of Ohio.

Society.

ARTICLE 2 – OBJECT

Section 1. The object of the Society shall be to promote and encourage Agriculture, Horticulture, Stock Raising, Industry, Education, Science, Art and other interests of Auglaize County, which the Society deems proper and in the best interests of the Community.

ARTICLE 3 – MEMBERSHIP

Section 1. Any resident of Auglaize County and at least 18 years of age may become a member of Auglaize County Agricultural Society by paying the annual membership fee set annually by the Board of Directors of the Auglaize County Agricultural Society to obtain a membership certificate.

Section 2. All membership certificates shall be issued in name of an individual. No membership shall be issued in the name of a corporation, organization, partnership or firm. The person whose name appears upon the certificate shall be considered a member and have the right to hold office and vote in the annual election. Each certificate shall bear the signature and printed name of the holder.

Section 3. Each certificate shall bear the dates denoting the period of member- ship.

Section 4. Membership certificates will be sold at certain times of the year. The notice of membership sales will be published in a local newspaper when certificates go on sale and again seven days before the sale is terminated. Membership shall NOT be sold five (5) days before the annual fair begins and until midnight of the last day of the fair. Memberships certificates may be purchased from fair secretary of fair treasurer during office hours or at the monthly fair board meeting. Any sales at different places or times must have the approval of the Board of Directors before any sales can take place.

ARTICLE 4 – OFFICERS AND DIRECTORS

Section 1. The management of the Society shall consist of a Board of 21 Directors. One Director from each of the Fourteen Townships in said County and One from the City of St. Marys, one from the City of Wapakoneta, one from the Village of New Bremen and one from the Village of Minster and 3 members at large.

Section 2. The terms of the Directors elected shall be for Three Years, and the terms so arranged that the terms of one-third of the members of the Board expire annually.

Section 3. Any vacancy caused by death, resignation, removal from office or otherwise, may be filled by the Board until the next annual election, when a Director shall be elected for the unexpired term.

Section 4. Candidates for Director of this Society, must declare
their Candidacy by petition signed by ten or more members of the Society and file same with the Secretary not later than Seven Days preceding the day of Election.

ARTICLE 5 – ELECTION

Section 1. The annual election of the Board of Directors shall be held at the Auglaize County Fairgrounds on the first Saturday of November of each year from 8:00 A.M. to 12:00 Noon.

Section 2. Said election shall be by Ballot. Ballots must be marked with a “X” opposite the name of each candidate voted for.

Section 3. Only persons holding valid membership certificates, fifteen days before the date of election are eligible to vote.
Section 4. Only regularly nominated candidates who have met the filing requirements will be eligible for election as a Director.

Section 5. The President shall appoint Three Judges and Two Clerks who are members of the Society, but not candidates for election to conduct the election of Directors. These Judges and Clerks must have in their possession the current Membership Roll and verify the voting right of all persons before receiving their ballots. The Clerks shall register the names of all voters and tally correctly the count. The person receiving the highest number of votes in each Township, City or Village, or member at large votes shall be declared the winner.

Section 6. The term of office of retiring Directors shall expire and that of the

ARTICLE 11 – COMPENSATION

Section 1. Officers and Directors of the Society shall receive as their compensation such an amount as is determined by the Board of Directors at the annual meeting of the Board which is held in compliance with Article 6 in this Constitution. Directors shall receive compensation for monthly meetings attended, compensations for attendance, Fair Week, and allowance for meals, Fair Week. BY-LAWS

Governing the Auglaize County Agricultural Society (Revised in 1981)

Section 1. The Auglaize County Agriculture Society at the Annual
Meeting Voted by majority vote to appoint three (3) members at large to be elected the name as directors.
Section 2. A majority of the Board of Directors shall constitute a Quorum for the transaction of business. Said Board may fill any vacancy that may occur in their number by appointment. Any member of the board failing to meet with said Board for three consecutive meetings duly called; without satisfactory excuse to the Board, thereby vacates his office, which vacancy shall be filed as in other cases of vacancy. Compensation of the Directors shall be in compliance with the regulations of the Ohio Department of Agriculture.
Section 3. It shall be the duty of the President of the Board to carefully keep the Bond on the Secretary and Treasurer of the Society. To preside at all meetings of the Board. To appoint an Executive Committee of three including himself as the Chairman. To appoint an Auditing, or Finance Committee, a Grounds Committee and any other Committees that might at any time become necessary. To appoint Superintendents of the various Departments. To call meetings of the Board and of the various committees when and at any time that the interest of the enterprise require same. And to perform such other duties that may develop upon him by virtue of his office.
Section 4. It shall be the duty of the Vice President to assist the President in the performance of his duties, and to officiate in his
absence.
Section 5. It shall be the duty of the Executive Committee to direct
and to assist the Secretary in the purchase of Advertising, Supplies, etc. And to make preliminary arrangements for the molding of the annual Fair; and collect all Privilege money during the fair; and turn over to the secretary all money received by them for Privileges, Rents, etc. taking his receipt for the same, and transact such business in the absence of the full Board that might be necessary and as the Board may direct.
Section 6. It shall be the Duty of the Finance Committee to confer
with the Secretary and Treasurer, to determine the kind and number of all tickets to be used. Assist in the purchases of the same. Have a correct accounting of all Grandstand and other tickets delivered to the Treasurer taking his receipts for the same. To inspect all bills, and sign all vouchers before being paid by the Treasurer. To inspect and audit the books of the Secretary and Treasurer and render to the Board a true account of its findings.
Section 7. It shall be the duty of the Treasurer to receive and disburse all money belonging to the Society. To supervise and sell all Membership, Admission, and all other tickets from which the Society derives a revenue. To keep a record of all receipts and disbursements. And to pay out no money except as ordered by the
Board, and accompanied by a voucher bearing the endorsement of two or more of the Finance Committee. He shall also make a report to the State Agricultural Commission. Before entering his duties as Treasurer he shall give a bond with two or more sureties, acceptable to the Board, in the Sum of Six Thousand Dollars ($6,000.00) payable to the Society for the faithful discharge of his duties. And to pay his successor all money in his hands as such treasurer. And shall receive for said services such compensation as the Board may approve. Section 8. The Secretary shall give bond with two or more sureties
acceptable to the Board in the sum of Three Thousand Dollars ($3,000.00).

Conditioned on the faithful discharge of his duties and the transfer of all money that may come into his hands belonging to the Society, to the Treasurer. He shall give due notice of the Annual Election of Directors by having the same duly and legally published. He shall also keep a correct journal of all the proceedings of the Board of Directions, also keep a description that may be in the hands of the Treasurer to be sold during the Fair of Said Society. He shall also keep an account of all Entry Fees received by him and paid to the Treasurer. And also perform all other duties required by him by law and usage.

SPECIAL REGULATIONS

The Auditing Committee would like to have the board to go along to set up some new rules and regulations concerning the Auglaize County Agricultural Society. The rules should be passed by the board and go into effect immediately.
1. That all horse stables must be numbered and marked and that the rent is collected by or paid to our secretary one month in advance. The board should give full charge to our secretary of renting the horse stables the year around except the week of the fair, and have a map of the marked stables of each barn, and the paying of removal of the horse manure, and must show a duplicate receipt to the auditing committee at the end of each month. A record book must be kept by our secretary giving the number of the stall, the name of who occu- pies the stall, and the money he has collected. This record book must be presented to the auditing committee for inspection at each meeting of the year.

2. The secretary shall have full charge of renting of the grounds,
and of the buildings, pertaining to sales, booths, boats, cars,
implements, picnics and reunions. All reunions must be paid in
advance when booked and must be paid to our secretary and a duplicate receipt given by him. A separate record book must be kept by the secretary showing the date when rented, to whom rented, and for what amount. A record book of the money collected each month should be presented to the auditing committee at each meeting for inspection. The secretary must keep a separate record of all ads in our premium book, to whom the ad belongs, the amount due, and when paid.

3. The secretary must give a report to the board at this time of outstanding rent money pertaining to horse stall rent, or any other rental due to the society, who owes, the amount, what for, and for what length of time he or they owe.

4. The secretary must give a duplicate receipt to every person that
pays him cash or by check.

5. A separate record book must be kept of all expenses of each month which includes salaries, labor bills, electricity, water, gas and oil. All bills must be itemized stating the date, what bought, what price and who purchased them. All labor bills must state date of each day, and number of hours and signed.
6. All long distance telephone calls made by any board members or secretary when asked by the auditing committee must have an
explanation why, to whom, showing that the call was pertaining to the Auglaize County Agricultural Society.
7. The auditing committee would like to have the right to check
anytime of the year any horse barn, any rental of buildings,
concessions, or booths, or picnics or reunions, the money that they are paying, or to check their duplicate receipt which must be given by the secretary.
8. All money that is handled by our treasurer, secretary, board
members, or any association like the Kiwanis Club, as to gates, pen rentals, entry money, comes up short must be paid by them or taken off of their wages.
9. If any board member, caretaker, secretary or treasurer when questioned before the entire board is found guilty of being dishonest, pertaining to money, time or possessions such as tools,
umber, etc. that belongs to the Auglaize County Agricultural Society, shall be asked to resign. No one has anything to fear as long as he is honest and knows right from wrong.

REGULATIONS GOVERNING RESTAURANTS, LUNCH AND DRINK STANDS

OPERATING AT COUNTY AND INDEPENDENT FAIRS

The following Regulations will be enforced by the Division of Foods

thoroughly cleansed and scalded in boiling water not less than thirty seconds, or

submerged in water at a temperature of not less than 170 degrees F. for two

minutes. The water supply for washing utensils shall be free from contamina and Dairies, Ohio Department of Agriculture:
Reg. 1. All kitchens shall be thoroughly cleaned and free from dust,
dirt and contamination and debris of every kind and character. No
coal or wood burning stoves will be permitted.
Reg. 2. Garbage and all waste material subject to decomposition shall be removed daily to outside and deposited in a can provided exclusively for this purpose and made of impervious material and provided with tight fitting cover. Covers shall be kept on cans at all times except when depositing or removing material. Cans shall be emptied and garbage hauled away at least once a day. Reg. 3. Where cotton candy, snowball and other similar machines are operated in connection with food stands such machines shall be protected by being enclosed on three sides and top; where taffy, candy, caramel corn, potato chips or similar products are processed or packaged, separate enclosures properly screened shall be provided and the product shall be protected from flies, dust and other contamination at all times.
Reg. 4. Lunch stands, in which dairy products such as ice cream, milkshakes, malted milk drinks, etc. are not sold in the original package or container but are dispensed by the process of dipping, mixing or other manner and served by the glass or other container shall be completely screened with 12 mesh wire screen, or equivalent thereof.
Reg. 5. No person shall live or sleep in a restaurant or food and drink stand. Cats, dogs or other animals are prohibited.
Reg. 6. All employees shall be clean in person at all times and kitchen employ- ees shall wear clean washable aprons and caps. The use of tobacco in restau- rants and food and drink stands where food is processed or packaged is for- bidden.
Reg. 7. Suitable means and appliances shall be provided for the proper cleans- ing and sterilizing of the dishes, pans, pails, utensils, etc.

2018 Auglaize County Fair

A plentiful supply of hot water shall be maintained. All dirty and used dishes and utensils shall be washed after each serving. Dishwater shall be changed as often as necessary. The wash and rise vats shall be of the two compartment type and supplied with hot and cold running water, or so constructed that a gasoline or kerosene stove, other heating device may be placed either in or under the vats for heating the water. Where the above provision for washing and sterilizing dishes used in serving cannot get complied with, paper service shall be provided.

Reg. 8. Carbonated and non-carbonated beverages, when not served in the original container or bottle, shall be served in sanitary paper cups.
Reg. 9. Meats, milk, butter and all similar perishable foods shall be kept in a refrigerator held at a temperature of 45 degrees, or less. Refrigerators shall be thoroughly cleansed at least once a week and more often if necessary. All shelves, racks, etc. shall be thoroughly scalded with boiling water and dried. No decomposed, decayed, fermented or rancid food materials shall be placed in or permitted to remain in a refrigerator.

Reg. 10. All bottled milk, cream, chocolate milk and any other dairy products, and all bottled drinks with paper cap closures shall not be kept in wet refrigeration, such as pop coolers, tanks, etc.
Reg. 11. Hot plates, grills, stoves, etc., used in restaurants, shall be enclosed on three sides and top and kept in a clean and sanitary manner.

Reg. 12. Foods shall be kept covered and protected from flies, dust, dirt and other sources of contamination at all times.
Reg. 13. That part of all restaurants of lunch stands where food or drinks are cooked prepared, or processed must be screened against flies, insects, etc. Reg. 14. The proprietors or managers of all restaurants or food and drink stands shall require all employees, including himself, to submit to a physical examination at least once a year, or as often as deemed necessary.
